Job overview:
The objective of the ENCR’s Community Department is to create a constituency for conservation among the local population, through achieving social legitimacy, attaining credibility and, ultimately, building trust between the project and the community. For doing so, the Community Department implements a number of projects and activities according to its 3E+ strategy, that focuses on sustainable, conservation-related interventions in the fields of Engagement, Education and Economy. The Manager of the Community department is under the supervision of the Park Manager and is responsible for the planning, implementation and supervision of all Community Development projects of the ENCR, in close collaboration with direct and indirect stakeholders. The successful candidate will be in charge of the Community Department team, consisting of the below-listed positions.
Supervision:
The Community Manager directly manages a local team composed of the following positions:
- Community Conservation Assistant;
- Environmental Education Assistant;
- Agronomist technician
- Pedagogic animator
- Community-based agents/community animators.
Key functions:
- Ensure full implementation of all Community projects according to the ENCR’s strategic management tools (Business Plan, 3E+ Community Development Strategy, Long Term Sustainability Strategy), such as:
- Primary education support program
- Environmental Education activities
- Sensitization and awareness-raising activities
- Market-gardening projects in Fada and within the reserve
- Local governance program
- Date-palm development project
- Coordinate the process of elaborating a Land Use and Management Plan for the ENCR, together with all other departments and external consultants;
- Manage the Community Department’s human resources, including career development for existing staff and recruitment for new positions, in collaboration with the ENCR’s HR department;
- Recruit and oversee consultants and trainers supporting on specific technical aspects of projects activities;
- Develop a medium-term strategy for the department’s intervention on revenue generating activities and support to sustainable local economic activities, taking into account the specific context of Ennedi;
- Elaborate, in collaboration with the Biodiversity and Law Enforcement departments, a context-sensitive human-wildlife conflict mitigation strategy;
- Carry out surveys and feasibility studies to increase understanding and ensure decision-making is data driven and adapted to the local context;
- Set up and maintain specific monitoring and evaluation systems and tools to follow up on project impacts;
- Plan and facilitate trainings for staff, as well as capacity-building for beneficiaries on project topics;
- Work closely with all other Departments to reinforce intra-departmental synergies and mutual actions;
- Collaborate with the Biodiversity and Archaeology Departments for the negotiation, signature and implementation of local conventions that will be established with local communities within the ENCR;
- Liaise regularly with all relevant local authorities and communities to ensure good relations and steady communication in all areas of the ENCR;
- Elaborate and oversee monthly and annual budgets for the department;
- Initiate and follow-up all procurement procedures necessary to implement projects activities;
- Promote and maintain good working relationships with colleagues and internal/external partners, including government partners;
- Provide activity reports and record keeping to the PM and FRM as requested;
- Take part in weekly and monthly meetings and contribute to all weekly, monthly, trimestral and annual reports as requested;
- Take part in the ENCR’s Community board and other official meetings as requested by the PM;
- Contribute to writing up project proposals for funding, as requested.
Skills, competencies and experience required for the position
- Master’s degree or equivalent experience in community conservation, geography, agronomy, development studies, education, social ecology, or a related field;
- At least 5 years of proven professional experience in community conservation projects, development cooperation, general project management, or similar, preferably in developing countries;
- Experience in the elaboration of management plans for protected areas would be a strong advantage;
- Project management experience;
- Ability in staff capacity-building, leadership and people-management skills;
- Good technical knowledge on revenue generating activities, micro-projects, sustainable economic activities, (environmental) education, local governance, and/or agronomy;
- Fluent in oral and written French, at least a working knowledge of English, Chadian Arabic would be an advantage;
- Experience of working in the Sahel or Central Africa strongly desired;
- Strong willingness to live in a rural, isolated area with desert climate;
- Resilience, cultural sensitivity and willingness to integrate into a specific cultural and environmental setting.
